Privacy Commissioner Raymund Liboro is a seasoned ICT convergence and communications and public administration professional.

He served as the former assistant secretary of the Department of Science and Technology for Climate Change Adaptation and Disaster Risk Reduction and was concurrently the OIC director of the Science and Technology Information Institute, the country’s leading Science and Technology Institute.

Prior to joining government in 2010, he was involved in building multi-media platforms and IT startups. In 2005, he founded a mobile-IT company called Megamobile, which was later acquired by the Philippine Daily Inquirer. A mover in IT-media convergence, he brought his expertise to public service by developing award-winning government IT and media platforms, most notable of which was the DOST’s Project NOAH (Nationwide Operational Assessment of Hazards) program, which has been cited as one of the most advanced e-governance tool in disaster prevention by the United Nations Program Office on Governance (UNPOG).

He also created the STARBOOKS, the Philippine’s first digital library in a box which was awarded by the prestigious American Library Association (ALA) as one of the most innovative library project in the world in 2015. He chaired the country's Integrated Philippine E-Library Program (IPEL). He was chosen as a delegate by the US State Department to the prestigious International Visitor Leaders' Program for 2015.

Privacy Commissioner Liboro is an alumnus of the University of the Philippines – School of Economics. He is married to a physician and they have three children. Enjoying his private-side of life with his family is for him his best ongoing project, and the best recognition he got was earning the “Ulirang Ama” award in 2014.

These include industry-specific BPO services, notably, health administration and care management, network services, utilities, as well as cross–industry BPO services, such as finance and accounting, human resources and customer contact services.

Benedict is a recognized industry leader and pioneer. He has served as President & CEO of the IT-Business Process Association of the Philippines (IBPAP) and currently is its Chairman of the Board Executive Committee. Special Agent Nicholas Legaspi has been working counterterrorism matters with the FBI for 15 years where he interrogated senior al Qaeda operatives in Guantanamo Bay, Cuba, conducted counterterrorism operations with American Special Forces in Afghanistan and the Philippines, and investigated the attacks in Mumbai, India, killing 166 people.  He is also a certified FBI evidence recovery diver and is a member of the FBIs Victim Assistance Rapid Deployment Team.

Prior to working for the FBI Special Agent Legaspi was an officer in the US Army, a city police officer in the state of Arizona, and a state trooper for the California Highway Patrol, where he was awarded the California Medal of Valor.  He holds a Masters Degree in Organizational Management.

Mr. Jaime Casto Jose P. Garchitorena serves as the President and CEO of the Credit Information Corporation (CIC), a Philippine government-owned and controlled corporation.  He received his Master’s Degree in Entrepreneurship from the Asian Institute of Management in 2000 and spent five years as a small and medium scale business consultant. Prior to his appointment as President of CIC, he dedicated 10 years working on business and advocacy-related projects focused on IT Solutioning, Education, and Web Development and Communication, including a role in the Business Development of Nexus Technologies, Inc., a top 400 company and IT Solutions provider in the Philippines.

Mr. Garchitorena first became the President and CEO of the CIC in 2013. He was re-elected in 2014 and 2015. Prior to his appointment as the head of the agency, he started in CIC as the Director for Marketing and Education in 2011.

Dennis has over 17 years of experience in the security industry and loves the challenge of solving complex real world security problems.

Fresh out of college, Dennis started his career at Trend Micro where he spent 15 years building his expertise in cybersecurity.  He started in 2000 as one of the early malware researchers doing reverse engineering in the Philippines, then eventually taking on roles, both technical and non-technical, that would further expand his knowledge in different security domains and technologies.  Some of his achievement includes leading the global incident response for malware outbreaks, achieving 99.99% detection of malware in various product security certifications, acquiring the BS7799 certification for Trend Micro, as well as working with INTERPOL and provide actionable intelligence to prevent attacks and catch cybercriminals.

Seeing a tremendous growth on cybersecurity in the Philippines, Dennis joined Accenture to establish and grow the Managed Security Services business of Accenture Philippines.  He now leads a team of security professionals and continuously build local talents to do consulting work, as well as providing sophisticated security work, delivered as-a-service to the global clients of Accenture.  With hundreds of security professionals and still growing, Dennis is keen in growing the security business not just globally but locally to help mature the cybersecurity practice in the Philippines.

Edison's background includes being a consultant for Cybersecurity and Data Privacy related matters. He was the Vice President for Information and Communications Technology (ICT) of Makati Medical Center.  He has 25 years work experience in Information Technology, Information Systems Audit and Internal Audit gained from PNOC, Petron Corporation and  MakatiMed. His strengths are in the areas of Information Systems Audit, Applications Development and Business Systems Support, Multi-site roll-out of SAP and Office Automation.  He played a major role in the successful implementation of MakatiMed's SAP, the Admissions Dashboard, roll out of its Computers At Bedside (CAB), and most recently, lead the complex/comprehensive migration of MakatiMed to its new hospital information system, iHIMS, which brought MMC to an integrated in-patient/out-patient front-end patient registration and billing system fully interfaced to its Radiology and Laboratory information systems.

Edison was also the IT consultant of Metro Pacific Hospital Holdings Inc. (MPHHI) where he assisted in formulating and executing MPHHI group IT plans which included the creation of a comprehensive roadmap and installation of IT-solutions in support of synergy projects across the MPIC hospital group.

Prior to MMC, Edison worked with Petron Corporation, the biggest oil refining company in the Philippines for 18 years.  Half of his stint with Petron was with Internal Audit (i.e. Corporate, Operations and Refinery Audit) while the rest was with the IT Department doing SAP support, primarily on IS-Oil and Authorization modules and implementing various non-SAP applications such as Point of Sale (POS) System at the gasoline stations, SharePoint platform  as the intranet, etc.
Edison earned a BSC Business Management degree from De La Salle University, Manila. He is a Certified Information Systems Auditor (CISA) by ISACA, Manila Chapter.

Having the opportunity to be CCAP’s Security Council Learning Series Task Force Leader, Espie is pursuing her commitment of helping the Industry be the preferred BPO Destination while ensuring the Industry’s sustainable growth in the face of increased regulatory and legal obligations.
