Privacy Commissioner Raymund Liboro is a seasoned ICT convergence and communications and public administration professional.
He served as the former assistant secretary of the Department of Science and Technology for Climate Change Adaptation and Disaster Risk Reduction and was concurrently the OIC director of the Science and Technology Information Institute, the country’s leading Science and Technology Institute.
Prior to joining government in 2010, he was involved in building multi-media platforms and IT startups. In 2005, he founded a mobile-IT company called Megamobile, which was later acquired by the Philippine Daily Inquirer. A mover in IT-media convergence, he brought his expertise to public service by developing award-winning government IT and media platforms, most notable of which was the DOST’s Project NOAH (Nationwide Operational Assessment of Hazards) program, which has been cited as one of the most advanced e-governance tool in disaster prevention by the United Nations Program Office on Governance (UNPOG).
He also created the STARBOOKS, the Philippine’s first digital library in a box which was awarded by the prestigious American Library Association (ALA) as one of the most innovative library project in the world in 2015. He chaired the country's Integrated Philippine E-Library Program (IPEL). He was chosen as a delegate by the US State Department to the prestigious International Visitor Leaders' Program for 2015.
Privacy Commissioner Liboro is an alumnus of the University of the Philippines – School of Economics. He is married to a physician and they have three children. Enjoying his private-side of life with his family is for him his best ongoing project, and the best recognition he got was earning the “Ulirang Ama” award in 2014.

Benedict Hernandez is the Chairman of the Contact Center Association of the Philippines. Mr. Jaime Casto Jose P. Garchitorena serves as the President and CEO of the Credit Information Corporation (CIC), a Philippine government-owned and controlled corporation. Dennis R. Lee

Dennis has over 17 years of experience in the security industry and loves the challenge of solving complex real world security problems.
Fresh out of college, Dennis started his career at Trend Micro where he spent 15 years building his expertise in cybersecurity. He started in 2000 as one of the early malware researchers doing reverse engineering in the Philippines, then eventually taking on roles, both technical and non-technical, that would further expand his knowledge in different security domains and technologies. Some of his achievement includes leading the global incident response for malware outbreaks, achieving 99.99% detection of malware in various product security certifications, acquiring the BS7799 certification for Trend Micro, as well as working with INTERPOL and provide actionable intelligence to prevent attacks and catch cybercriminals.
Seeing a tremendous growth on cybersecurity in the Philippines, Dennis joined Accenture to establish and grow the Managed Security Services business of Accenture Philippines. Edison's background includes being a consultant for Cybersecurity and Data Privacy related matters. He was the Vice President for Information and Communications Technology (ICT) of Makati Medical Center. He has 25 years work experience in Information Technology, Information Systems Audit and Internal Audit gained from PNOC, Petron Corporation and MakatiMed. His strengths are in the areas of Information Systems Audit, Applications Development and Business Systems Support, Multi-site roll-out of SAP and Office Automation. Prior to MMC, Edison worked with Petron Corporation, the biggest oil refining company in the Philippines for 18 years.
